The UK Government’s failure to crack down on some of our most famous brands is fuelling a toxic tide of plastic pollution. It’s time to turn up the heat, and get some accountability.

What’s happening?
Polluting brands refuse to tackle the issue or take responsibility for the packaging the produce. So, we’re taking matters into our own hands. We’re calling them out and demanding legislative change to finally hold them to account.
Digital Return to Offender is designed to:
- Expose the brands responsible,
- Show the scale and breadth of their packaging polluting the environment, bringing to life the data captured in the Brand audit report.
- Build pressure calling on the polluters to take action.
Why take action?
Surfers Against Sewage’s recent report exposed that big brands are fueling the plastic pollution crisis; they’ve broken promises, greenwashed consumers, and derailed vital legislation. Across the Dirty Dozen (the UK’s top polluters), plastic reduction has flatlined, circular product design has stalled, and reuse is stuck at 0%. All while pollution keeps piling up.
The UK Government has knowingly left these brands free to pollute without consequence – with communities left to pick up the pieces. Over the past decade, all we’ve seen is dither and delay. But we have no time left to waste when the ocean, wildlife and communities are suffering. That’s why we’re demanding brands and governments clean up their act – fast.
Not only will taking part in #ReturnToOffender expose the top polluting brands, urging them to change and protect the environment from harmful plastic pollution, but it will also showcase the power of the people rising up against plastic pollution in the UK.
Surfers Against Sewage will harness the public mandate for change and ensure the UK Government finally delivers the legislative change we need and hold polluters to account.

How to get involved
Take action in 3 simple steps:
- See It – Find branded plastic pollution in the environment where it shouldn’t be.
- Snap It – Take an image of the pollution, clearly showing the brand name.
- Share It – Using Instagram, TikTok or Facebook, share the image with the hashtags #ReturnToOffender & #SurfersAgainstSewage, and tagging Surfers Against Sewage & the brand(s) found.
